titular professor  (University of Warsaw, 2008) of humanities  (pedagogy) – i.e. on the basis of „Edukacja z perspektywy lokalnej i międzynarodowej” [Education from a Local and International Perspective ] (IBE, Warsaw 2006); an associate professor at the Faculty of Pedagogy and Psychology of the University of Bialystok (1995) and at the Institute of Educational Research in Warsaw (1998); habilitation (pedagogy – methodology of educational research) Faculty of Educational Studies at the Adam Mickiewicz University in Poznan (1993) – on the basis of „Sieć szkolna a dostępność kształcenia”[The School Network and the Accessibility of Education] (PWN, Warsaw 1992); doctor (PhD) of humanities (pedagogy), Faculty of Humanities of the University of Gdańsk (1976) – on the basis of the dissertation: „Optymalizowanie sieci szkolnictwa ogólnokształcącego” [Optimizing the general education network];  master’s degree in economic geography at the Faculty of Biology and Earth Sciences of the University of Warsaw (1971).

Since 2014, he has been employed at the Maria Grzegorzewska University. Author of over 180 publications.

  • “TALIS 2008 and 2013” – an international project by OECD, examining teachers and school principals – national project manager in the years 2007-2015;
  • „Edukacja dla wszystkich” (Education for All – worldwide coordination by UNESCO), member of Polish team 1999 – 2000;
  • „Scenario Project” – on vocational training strategies (coordination by CEDEFOP, UKIE, University of Amsterdam), member of Polish team 1998-2000;
  • “Dostęp do edukacji w Polsce” [The Access to Education in Poland] – coordination by UNDP, team member1998;
  • “Małe szkoły w Polsce” [The Small Schools in Poland- coordination by UNDP, team member 1999;
  • “Rozwój obszarów wiejskich” [The Development of Rural Aras] – coordination UNDP, team member 2000;
  • „System edukacji po reformie: wnioski i rekomendacje” [The Education System after the Reform: Conclusions and Recommendations] – coordination by Research Center for Science Policy and Higher Education at the University of Warsaw, team member1998-1999;

  • Participation in scientific workshops on school network planning at the International Institute for Education Planning (IIEP, UNESCO) in Paris (1999).
  • Research internship under the “Hospitality Scheme” program in Oxford (Nuffield College) on educational inequalities (1992).
  • „ National correspondent at the Council of Europe for secondary education in Poland (Warsaw), delegated by the Ministry of National Education (1993-1995).

Functions:

    • 2005 – 2012 vice-dean for science at the Faculty of Pedagogy and Psychology of the University of Bialystok;
    • 2010 – 2012 head of the Department of Social Policy at the Faculty of Pedagogy and Psychology of the University of Bialystok;
    • 2005 – 2012 chairman of the Program Council of the Publishing House Trans Humana (at the Faculty of Pedagogy and Psychology of the University of Bialystok;
    • 1995 – 2010 head of the Department of Preschool and Early School Education at the Faculty of Pedagogy and Psychology of the University of Bialystok;
    • 1985 – 1986 head of the laboratory “Research on the conditions for the development of the education system” at the Institute of Pedagogical Research;
    • 1976 –  1982 head of the Department of Educational Economics at the Institute of Pedagogy (currently Institute of Pedagogical Research).
